Canadian customs: China-direct parcels

For qualifying postal imports, the remission covers duty and tax when the value for duty does not exceed CAD 20. Above the applicable exemption, assessment can involve duty and GST/HST or PST on the applicable value; product-specific exceptions matter. For qualifying courier shipments imported from countries other than the US or Mexico, including China-direct shipments, the remission threshold is also CAD 20. The CAD 150 duty and CAD 40 tax thresholds concern qualifying courier imports from the US or Mexico under separate conditions. Routing goods through another address does not automatically establish eligibility; the goods must have entered commerce in the US or Mexico for those higher thresholds to apply. Freight is not the full landed cost

Compare the same basket and service scope across quotes:

  • Product price and Chinese domestic delivery.
  • Buying-service and any payment or currency-conversion charges.
  • Agreed inspection, packing, consolidation and storage charges.
  • International freight and destination surcharges.
  • Applicable import duties and taxes.
  • Carrier handling, brokerage and other explicitly excluded charges.

Ask which currency each amount uses. A USD freight estimate must be converted on an identified basis before it can be compared with a CAD budget. An initial estimate can change after warehouse measurement or customs assessment.

A cost-planning example, not a customer shipment

Suppose the goods cost CAD 80 and an illustrative freight allowance is CAD 35. These two items alone total CAD 115. This is not a delivered-price quotation: domestic delivery, service charges, packing, any duty, tax and carrier charges still need to be checked.

Postal handling and courier brokerage

For a courier quote, request the applicable service terms and fee schedule. Do not assume every courier uses one brokerage formula or that a service described as "cleared" includes every destination charge. Ask who pays taxes, what remains payable on arrival and how an additional assessment is handled.

When consolidation helps

Compare a combined parcel quote with separate parcel quotes after considering packaging, chargeable weight, item compatibility and the total declared shipment value. Consolidation may reduce duplicated packing or base charges, but it is not automatically cheaper and is not a way to bypass customs obligations.

Ask about current storage terms and any repacking charge before leaving purchases in a warehouse. Fragile items may need protective packaging even when it increases volume.

Common questions

Can I use a US border address to benefit from the old USD 800 allowance?

Do not budget on that assumption. US CBP states that duty-free de minimis treatment for shipments valued at or below USD 800 was suspended effective August 29, 2025. Does keeping a parcel below 10 kg make it personal-use?

Do not use an arbitrary parcel weight as a classification rule. Describe the goods and intended use accurately, and ask about the requirements for personal purchases versus resale stock before shipping.

Can an online purchase be declared as a gift?
